Strengthening Social Protection Systems in Lebanon: Challenges and Responses to the 2024 Aggression

The recent Israeli aggression in September 2024 has worsened Lebanon’s humanitarian crisis, affecting citizens and Syrian refugees already facing severe food insecurity and economic instability. Lebanon’s social protection system, largely non-inclusive, struggles to meet growing needs, with limited programs like the National Disability Allowance and inadequate cash transfers for displaced families.

This paper examines social protection challenges and responses in Bar Elias, Tripoli, and Beirut, offering recommendations to strengthen resilience and support for vulnerable communities.
