Refugees’ decisions are shaped almost entirely by conditions in their areas of origin: insecurity, militia control, economic collapse, and destroyed housing.
Across the 3 rounds:
- Aid access collapsed 89% → 9%
- Education dropped 33% → 27%
- Healthcare access deteriorated
- Most homes in areas of origin remained destroyed
Return intentions increased only when stability improved in Lebanon.
